UNICEF Thailand appoints Lattanzio KIBS to evaluate its Education Programme and improve access to learning opportunities
Evaluating to strengthen education policies
With an investment of USD 8.5 million, the Education component of UNICEF Thailand’s 2022-2026 Country Programme aims to enhance the quality of education for all children throughout the entire compulsory school cycle, with particular attention to those in vulnerable situations - including children with migrant backgrounds, disabilities, or belonging to ethno-linguistic minorities.
The initiative supports the revision of school curricula to include climate change topics, innovation in teaching methods to promote full inclusion of students with disabilities, and the advancement of STEM disciplines and technological integration through a gender lens. At the same time, it strengthens data collection and analysis systems to inform the design of education policies that are increasingly inclusive, equitable, and financially sustainable.
Lattanzio KIBS has been entrusted with the independent evaluation of UNICEF Thailand’s education programming from 2020 to 2024, spanning two Country Programme cycles (2017-2021 and 2022-2026). The evaluation assesses the Programme’s Relevance, Effectiveness, Coherence, Efficiency, and Sustainability according to OECD-DAC criteria, updates its Theory of Change by examining how it has adapted to contextual challenges and changes between the two cycles, and formulates recommendations for the next phase (2027-2032).
The evaluation combines quantitative and qualitative methodologies, with a specific focus on gender equality and social inclusion.
