Under the framework contract “FRANET - Data Collection and Research Services on Fundamental Rights Issues”, the European Union Agency for Fundamental Rights (FRA) requested two reports in support of the European initiative “Combating bullying and disinformation against LGBTIQ persons in education”. The reports aim to analyse Irish legislation, policies, educational practices and relevant case law
Rights and inclusion in the Irish education system
Building on its experience within the FRANET services and previous assignments awarded in the field of fundamental rights, Lattanzio KIBS was entrusted by the European Union Agency for Fundamental Rights (FRA) with conducting an in-depth analysis of the Irish legislative framework and national policies addressing bullying, cyberbullying and disinformation against LGBTIQ persons in educational settings, from primary and secondary schools to tertiary and vocational education and training.
The analysis reviews legislation, action plans, programmes and operational initiatives, with particular attention to the protection of students, teachers and families within school communities. It also examines the role of curricula and educational practices that promote objective, scientific and evidence-based information on sexual orientation, gender identity and expression, and sex characteristics (SOGIESC) as a concrete tool to counter disinformation.
Lattanzio KIBS’ work further explores relevant EU and national jurisprudence, assessing case law and the application of existing provisions concerning bullying and cyberbullying against LGBTIQ persons in educational contexts.
Finally, the study identifies up to three promising practices, either active or to be implemented by March 2026, providing concrete and replicable examples of effective interventions at national and European level.
Through this contribution, Lattanzio KIBS reinforces its commitment to supporting institutions and stakeholders in safeguarding fundamental rights and fostering safer, more inclusive educational environments.
