Lattanzio KIBS supports UNICEF Thailand in the independent evaluation of the Education component of the 2022-2026 Country Programme, ensuring equitable and inclusive access to education
The Education component of UNICEF Thailand’s Country Programme, backed by an investment of approximately USD 8.5 million for the 2022–2026 period, aims to strengthen national education policies, strategies, and budgets to ensure greater equity, universality, and inclusion within the National Education System. The initiative was launched to break down the barriers that still hinder access to schooling for the most vulnerable children, including those with disabilities, migrant backgrounds, and ethno-linguistic minorities, by improving universal access to quality education and retention within the education system.

Lattanzio KIBS’ evaluation, structured in three phases, focuses on three core objectives: assessing the relevance, effectiveness, efficiency, sustainability, and strategic positioning of the Programme according to OECD-DAC criteria; reviewing and updating the Theory of Change to align it with new priorities and implementation challenges; and formulating concrete, forward-looking recommendations to inform the 2027-2032 Country Programme.
Four thematic workstreams guide the analysis, with particular attention to equity and learning, as well as coherence and strategic positioning. The evaluation covers the period 2020-2024, spanning two programming cycles and including a territorial focus on six selected areas for field visits.
The qualitative analysis, based on extensive desk review and programme data triangulated with interviews, focus groups, and case studies, integrates the Gender Equality and Social Inclusion (GESI) analysis and the Gender Evaluation Continuum Framework, both essential tools for identifying inequalities and developing transformative, gender-responsive recommendations.
Project Impact
The evaluation strengthens UNICEF Thailand’s capacity to respond transparently to stakeholders while enhancing the ongoing Programme’s implementation and shaping priorities for the next cycle. It highlights the connections between education policies and achieved results, showcasing good practices and building a solid foundation to address emerging challenges related to inclusion, gender equality, and school safety. In this light, Lattanzio KIBS’ contribution takes on strategic value: not only as a tool for accountability but also as a driver of institutional learning, with lasting positive effects on future programming.
