Ezio Lattanzio comments on the report broadcast by Ballarò

With a reminder of the Italian paradox of high public spending and an undersized consulting market, the Confindustria Assoconsult note notes the lack of media attention to the anomalies that characterize our country. First and foremost, the level of transparency, which is among the lowest in Europe: it is estimated that less than ¼ of public spending on consulting is subject to competitive bidding.

A widespread, so-called in-house phenomenon prevails, whereby the public administration creates in-house consulting structures and entrusts assignments to them, without control or competition. Added to this is the share of spending distributed in a myriad of with reasonable doubt of value-added return.

The conclusions reached

This is why in Italy, the statement says, there is no official data about the amount of spending on consulting in the public sector: estimates speak of two billion, in reality the figure could double. Of these sums, it would not only be possible to cut 50 percent, but to go up to 80 percent. And the value left over, 20 percent of today's spending, would be enough to reform the entire PA.
