How to orient training interventions to the strategies of administrations

The leverage of training, as a strategic success factor for change in public administrations, is something shared by those in the field. Frequently, however, training interventions are not designed to support innovation and the real priorities of agencies.

The guide proposes an approach based on the introduction of a specific Training Governance system (primarily the Training Plan) to orient training interventions to the strategies of administrations, consistent with the development of the organizational model.

The model articulates the system on two different interconnected levels: the more general level of the process of planning, management and implementation of the overall Plan and the level of management and monitoring of individual training initiatives.

The volume presents the framework of levers to be moved and issues to address training from a governance perspective.
