Lattanzio e Associati organises a master's course on planning and control tools in different public institutions at Forum PA 2004

The state of implementation of the reform? Different modes and speeds 

The reform of the planning and internal control system, five years after Legislative Decree 286/99, has been the subject of extensive debate. Today, the phase of sharing the principles of the legislative decree, first and foremost the specialisation of the control system and the need to orient it towards results in order to overcome the pre-existing bureaucratic and prescriptive models, can be considered over.

This reform constitutes one of the pillars of the entire modernisation process of the Italian public administration, but practitioners find it hard to see the interconnections with the other directions of change.

Making the best use of the various levers of change and targeting resources requires an appropriate system of internal governance within individual administrations. It is therefore essential to address the issue of internal controls within the more general problem of governance of the administration.

Lattanzio e Associati participates in the 2004 edition of the Forum PA bringing the contribution of new experiences in public administrations on these topics.

The objectives of the Master

The day will explore the following topics:

  • the state of control reform in the different realities of the Italian public sector;
  • the emerging models, paths and methods of implementation
  • the new emerging views concerning social reporting and budgets (participatory planning, social budgeting, mandate budgets, etc.) in close connection with the planning and control process and not as a phenomenon/fashion in its own right
  • connections with inter-institutional governance and in particular the links between the programming and control systems of the various institutions (Ministries, Regions, Provinces, Municipalities, instrumental Agencies).
