The Ministry of Agriculture entrusts Lattanzio KIBS with a strategic assignment to measure the impact of nearly €37 billion and shape the future of Italian agriculture

Towards more effective agricultural policies

The 2023-2027 programming period marks a turning point in European agricultural support: traditional regional Rural Development Programmes give way to a single National Strategic Plan. Italy responds with the CAP Strategic Plan 2023-2027, approved by the European Commission in December 2022 and operational since 1 January 2023, mobilising nearly €37 billion across 173 interventions under the First and Second Pillar. The organic farming sector alone receives €2.5 billion - twice the allocation of the previous programming period.

To assess its effectiveness and measure its overall impact at the end of the programming period, the Ministry of Agriculture, Food Sovereignty and Forestry has entrusted Lattanzio KIBS with the independent evaluation of the NSP, both mid-term and ex-post. From desk research to field surveys, from focus groups to counterfactual methods and the Theory of Change: the evaluation findings will feed into concrete recommendations for the Ministry, the Regions and all stakeholders involved, with particular attention to territorial impacts and the environmental, economic and social sustainability of the Italian agri-food sector.
