Lattanzio KIBS supports the Ministry of Agriculture in measuring the impact of the Strategic Plan for the Common Agricultural Policy 2023-2027 and translating results into concrete recommendations for the future of Italian agriculture

The new Common Agricultural Policy (CAP) for the 2023-2027 period introduces a structural change in the governance of European agricultural support: the traditional regional Rural Development Programmes are replaced by a single National Strategic Plan (NSP), which each Member State develops to translate EU objectives into its own territorial context.

The Italian NSP 2023-2027, approved by the European Commission through Decision C(2022) 8645 of 2 December 2022 and operational since 1 January 2023, is the instrument through which Italy intends to achieve the objectives of the new CAP. Developed by the Ministry of Agriculture, Food Sovereignty and Forestry in collaboration with the Regions and Autonomous Provinces, the Plan mobilises nearly €37 billion over the five-year period - of which approximately €28 billion from the EU budget - distributed across 173 interventions under the First and Second Pillar. The organic farming sector alone receives around €2.5 billion, with an annual allocation almost double that of the 2014-2020 programming period.

The assignment entrusted to Lattanzio KIBS covers the entire evaluation cycle. The starting point is the analysis of the NSP's outputs, results and impacts, complemented by a critical assessment of the effectiveness and efficiency of the measures adopted, verifying their coherence with the predefined objectives and with EU and national priorities.

The distinctive value of Lattanzio KIBS's contribution lies in its capacity to improve the quality of ongoing processes, provide a differentiated reading of impacts across territorial areas, and foster shared learning among all stakeholders - strengthening the culture of evaluation over time.

The methodological approach is comprehensive and complementary: from data analysis and processing to interviews, field surveys and case studies, through to support in reviewing programme indicators and disseminating findings - both thematic evaluations and good practice reports - across all decision-making levels.

The evaluation conducted by Lattanzio KIBS serves as the strategic tool that provides the Ministry and the Regions with a systematic, independent assessment of NSP implementation - enabling timely course corrections during the current programming period while building a solid knowledge base to inform the design of future national agricultural policies.
