The role of environmental indicators in the Lombardy RDP

As part of the technical assistance service to the Environmental Authority of Lombardy Region for the integration of the environmental component into the EAFRD (European Agricultural Fund for Rural Development) NSP-RDP (National Strategic Plan – Rural Development Programme) 2023-2027 programming, Lattanzio KIBS organised at Palazzo Lombardia the hybrid training event "Analysis of environmental context indicators in the CAP (Common Agricultural Policy) 2023-2027", aimed at the staff of the Environmental Authority, the directors and officials of the RDP 2023-2027 Managing Authority, and the representatives of the Regional Directorates-General involved in the management and monitoring of interventions funded under the Regional Strategic Plan.

A technical deep-dive and operational exchange

Environmental context indicators - such as those on emissions, energy and water quality - are not abstract figures: they provide a baseline picture of the situation the CAP is called upon to address, and allow assessment, over time, of whether agricultural policies are producing measurable change. In Lombardy alone, the agricultural sector accounts for approximately 7,650 ktCO₂eq of greenhouse gas emissions - 10% of the regional total. The region concentrates 50% of pigs farmed across Italy, with significant implications for nitrogen loading in soils and the quality of groundwater. Understanding and being able to read these indicators is therefore essential for steering RDP choices towards credible and measurable agri-environmental objectives.

During the training event, three experts from the Lattanzio KIBS working group - with expertise in strategic monitoring, agricultural policy and environmental assessment of rural development programmes - addressed the structure of CAP indicators, with a specific focus on biodiversity, soil, climate, energy and water quality, including a practical exercise on indicator C39 (nitrogen surplus). The discussion brought to light the operational complexities of environmental monitoring at regional level, and the correlations between Lombardy RDP measures and the potential improvement of agri-environmental conditions across the territory.
