Homelessness and the protection of fundamental rights

The housing crisis and the phenomenon of homelessness represent one of the key challenges to the protection of fundamental rights within the European Union. In the Fundamental Rights Report 2026 of the EU Agency for Fundamental Rights (FRA), these issues are examined in relation to the measures adopted by Member States throughout 2025 to prevent evictions, ensure access to adequate housing, and protect people in vulnerable situations.

Within this context, Lattanzio KIBS supports data collection and research activities, contributing to the development of comparable and fully documented evidence to underpin the Agency’s work. In particular, it focuses on the analysis of national legal frameworks and public policies, as well as on identifying the most significant developments in terms of their impact on fundamental rights, in line with the methodological and quality standards required by the FRANET network.
