Lattanzio KIBS supports the World Food Programme in evaluating its intervention in one of the countries most vulnerable to natural disasters

The Covid-19 pandemic has deeply affected the Cambodian economy, slowing down the achievement of the 'Zero Hunger 2030' goal. The country is also among the most exposed in South East Asia to climate change and natural hazards. With the Country Strategic Plan (CSP) 2019-2023, the World Food Programme aims to shift from action based mainly on relief and food assistance to a more comprehensive approach to strengthen national capacities in addressing and managing food security, social protection and natural disaster response more efficiently.

Lattanzio KIBS conducted an assessment on the progress and results of the 2019-2023 CSP in Cambodia. The objective of the analysis is to identify WFP's best practices in Cambodia for future involvement in the country and, specifically, to contribute to the formulation of the next CSP scheduled for November 2023.

The rationale for WFP's support to Cambodia was identified and the actual relevance and effectiveness of the change in approach of the CSP towards a more general humanitarian development strategy was assessed. The data collection, which included consultation with the direct beneficiaries of the project, covered the whole of Cambodia, with some specific areas subject to more in-depth analysis. 

Finally, the evaluation team organised two learning workshops to discuss the evaluation results and lessons learnt for future programming with stakeholders.

Project Impact

Cambodia, besides facing many domestic challenges, is one of the most vulnerable countries to climate change and natural hazards in the entire region. Despite significant progress towards achieving the SDG2 target of zero hunger, achieving food security, improving nutrition and promoting sustainable agriculture by 2030, there is still a long and critical road ahead. 

In this context, Lattanzio's KIBS assessment highlights how the new CSP approach can be beneficial for local socio-economic development, towards effective food assistance and national capacity building.
