Strengthening the Control System for EU Funds

Under the new 2021-2027 Cohesion Policy framework, the Department for Unified Programming of the Calabria Region has launched a comprehensive Technical Assistance initiative designed to strengthen administrative capacity and improve the effectiveness of controls over European funds (ERDF, ESF+) and national resources (FSC). The objective is to guarantee the correct implementation of the Programmes, the regularity of expenditure, and the compliance of financed operations with EU and national regulations

Lattanzio KIBS provides a structured set of activities dedicated to first-level controls on co-financed Programmes. The scope covers both the Calabria Regional Programme ERDF ESF+ 2021-2027 and the National Programmes, including those from previous programming cycles. A multidisciplinary team of approximately 40 professionals supports the administration on site at the Regional Department, ensuring continuous and close assistance.

The approach is based on rigorous strategic planning, progressive development of activities, continuous monitoring, and targeted reinforcement of the Region’s internal capacities.

Lattanzio KIBS supports the Region in conducting desk-based and on-the-spot verifications, preparing operational manuals, and addressing potential irregularities, while ensuring effective coordination with the Audit Authority, the European Commission and national authorities. The working model-anchored in quality, timeliness and accountability-is designed to guide the Calabria Region towards a more efficient, integrated and transparent management of EU and national funds.

Project Impact

The intervention contributes to structurally strengthening the Region’s internal control system, enhancing both the regularity of financed operations and the overall quality of public expenditure. The project has a significant impact in terms of reducing the risk of irregularities and disputes, improving reporting procedures and ensuring full traceability of fund management processes. At the same time, it supports the growth of the Region’s administrative capacity and consolidates its institutional credibility in relations with national and European bodies.
