Evaluation of UNICEF's response to the humanitarian emergency in Myanmar

Lattanzio KIBS was awarded the evaluation of UNICEF's response to the crisis in Myanmar following the military coup on 1 February 2021.

The thematic scope of the evaluation covered UNICEF's entire humanitarian response in the country at a multi-sectoral level and included the following areas of intervention: health, nutrition, child protection, access to water and basic sanitation, social policies and child rights monitoring.  The sudden change of scenery brought about by the coup d'état radically impacted UNICEF's strategy and modalities of intervention, which had to quickly adapt its activities to the context of humanitarian emergency in the country. 

This was a highly challenging and highly complex project due to the very nature of the assessment, carried out in real time, with the aim of providing practical and timely recommendations capable of strengthening ongoing operations and improving the next strategy in the face of the particular context.

Lattanzio KIBS provided a team composed of a Team Leader and a national expert who carried out the evaluation in three phases: inception, data collection (remote for the Team Leader), and analysis and reporting. The team produced the following documents: inception report, Initial evaluation findings report, Real time action plan brief, Final Evaluation Report.

Project Pluses

The country situation meant that much of the data collection phase took place remotely. However, the team endeavoured to respect and at the same time overcome the constraints imposed by the operational environment by having a country expert and a pool of junior researchers on the team who were able to take into account the perspectives of UNICEF partners and crisis-affected communities by conducting interviews and group discussions in the field, even in some hard-to-reach areas.

In addition, the preliminary results of the data collection phase were instrumental in developing a 'real-time action plan brief' containing potential immediate follow-up actions that were presented by the team at mid-term in order to inform UNICEF's strategic decisions in real time, i.e. without waiting for the completion of the assessment process and approval of the final report.
