Lattanzio KIBS supports UNICEF Guatemala in evaluating UNICEF’s Country Programme to verify the degree of strategic relevance and effectiveness of UNICEF’s strategies
In 2022, UNICEF Guatemala renewed its commitment to the rights of the most vulnerable children and adolescents through support for the 2022–2025 Country Programme (CP), structured around five key components: health and nutrition, education, child protection, water, sanitation and hygiene (WASH), climate resilience, and social protection. The Programme aims to address structural challenges and respond to natural disasters and humanitarian crises, such as migration. The need to address these challenges led UNICEF to launch an independent evaluation to assess the strategic relevance, coherence, efficiency/effectiveness, and sustainability of the Programme and guide future strategies.

Lattanzio KIBS is carrying out an independent evaluation of the UNICEF Guatemala Country Programme 2022–2025, focusing on the years 2022–2024 and the first months of 2025, and covering the entire national territory, with data collection focused on priority departments: Guatemala City, Alta Verapaz, Chiquimula, Huehuetenango, and Chimaltenango. The evaluation analyzes the Programme’s relevance, effectiveness/efficiency, coherence, sustainability, and cross-cutting approaches (gender equality, human rights, interculturality, and disability), as well as the strategies adopted to improve the conditions of children and adolescents.
The Lattanzio KIBS team operates through four phases: an initial phase with remote meetings and interviews, a field data collection phase through interviews, focus groups, a questionnaire, and participatory observations, a reporting phase, and a final phase of disseminating results. The work is based on the Theory of Change, an approach that allows for assessing the overall logic of actions and their concrete impact, with the aim of providing useful and immediately applicable results to guide future decisions.
Project Impact
Through this independent evaluation, UNICEF obtains an objective and detailed assessment of the Country Programme, useful for understanding its actual contribution to protecting the rights of children and adolescents in Guatemala. The analysis identifies strengths and areas for improvement, providing concrete recommendations for planning the future 2026–2029 Country Programme.
