Lattanzio KIBS supports the Marche Region through an independent evaluation of the ESF+ Programme
Over the past fifteen years, the local socioeconomic system has undergone profound transformations driven by global crises, structural changes, and external shocks. These dynamics, exacerbated by the double recession of 2008-2009 and 2012, prompted the Marche Region to rethink its strategies for employment, social cohesion, and competitiveness. Through the ESF+ 2021–2027 Regional Programme, the Region has allocated €296 million, over 35% of which is earmarked for employment and 31% for social inclusion. In this context, the Region has chosen to implement an independent evaluation service to enhance the Programme’s effectiveness and to inform future strategic decisions

What are the main goals of the evaluation? First and foremost, to strengthen the quality of the ESF+ programming by analysing the effectiveness and efficiency of resource use, providing an in-depth interpretation of results, and estimating the Programme’s impact on employment targets and sustainable development. It also aims to align policies more closely with local needs through a participatory approach that actively involves stakeholders and local actors. Lastly, it seeks to foster continuous learning within the public administration by building internal capacity through workshops, seminars, and technical assistance.
The evaluation explores the alignment of the strategy with changing circumstances, the efficiency and effectiveness of management procedures, the achievement of planned objectives, and the optimal use of resources. Lattanzio KIBS has developed a comprehensive evaluation framework, including annual reports that monitor the Programme’s physical, financial, and procedural progress. Specific thematic analyses are also carried out, such as the strengthening of Social Territorial Areas and counterfactual impact evaluations, based on a stratified sample, aimed at estimating the employment outcomes of interventions.
Project Impact
The independent evaluation strengthens the effectiveness of regional policies by supporting continuous improvement based on data and in-depth analysis. The participatory approach ensures greater alignment of measures with local needs, in line with the Programme’s objectives. Moreover, the ability to interpret results critically and proactively becomes a key factor in guiding future strategic choices and maximising the impact of European funds on the social and economic fabric of the Marche Region.
