Evaluation of the reform of UNRWA's education program

Lattanzio KIBS alongside the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) for the evaluation of the education reform strategy. The main objective of the Project was to provide stakeholders with an independent picture about the achievements of the overall reform work and how it contributed to the Agency's medium-term strategy (2016-2022). 

In detail 

The temporal scope of the evaluation focused on the latest strategic period, covering the years 2016 to 2022, while the geographical scope was identified with UNRWA's headquarters in Amman and all operational camps in Lebanon, Syria, Jordan, the West Bank, and Gaza.
The evaluation consisted of four phases: 

  • a first of Inception, which involved several briefings and remote interviews with key stakeholders;
  • a second of Data Collection, which involved fieldwork in all the countries involved (in-country interviews, focus group discussions and meetings with stakeholders, both at the central and provincial levels);
  • a Reporting phase and a final Dissemination phase. 

Project Pluses

The Project enabled learning, identification of lessons, and drafting of recommendations aimed at guiding future activities, as well as enabling external stakeholders to understand the true extent of UNRWA's contribution to the quality and reach of its education program.
