Through the Country Strategic Plan (CSP) 2019-2025, WFP aims to strengthen national capacities to ensure sustainable food security and social protection, addressing urgent population needs while fostering long-term development initiatives for sustainable change.

Lattanzio KIBS serves as the independent evaluator of the WFP’s Country Strategic Plan (CSP) 2019-2025 and the Transitional Interim Country Strategic Plan (T-ICSP) 2018 in Armenia. These plans serve as key instruments to address emergency and transitional situations in a country that has undergone significant economic and political change.
Through an in-depth analysis of progress and results achieved, the evaluation follows a three-phase process. It begins with the inception phase, which includes field missions, briefings, and interviews with key institutional and local stakeholders—such as the Armenian government, ministries, and regional authorities—to establish the intervention context. The data collection phase involves engagement with local communities, families with school-aged children, displaced people, refugees, community organizations, teachers, and small and medium-sized enterprises. This ensures a broad and inclusive representation, with a particular focus on women, girls, and persons with disabilities. The final phase, dissemination, presents the evaluation’s findings and recommendations to institutional partners and key stakeholders, helping to shape WFP’s future strategic direction in the country.
Project Impact
The World Food Programme’s objective in Armenia is to provide an immediate response to emergencies to save lives and livelihoods, especially as humanitarian needs become increasingly complex and long-term.
Independent evaluation plays a crucial role in ensuring the effectiveness and transparency of these activities, offering an objective assessment of achieved results, identifying areas for improvement, and monitoring progress over time. Lattanzio KIBS’ involvement facilitates more informed, sustainable, and targeted strategic planning, ultimately optimizing WFP operations in Armenia and reinforcing accountability towards stakeholders.
