Therefore we are looking for experienced evaluators, with a proven track record in implementing evaluations of international cooperation actions as Team Leader or Senior Expert. 

Tasks

• Lead / participate in complex evaluations for international donors and organizations, including country strategy evaluations, multi-country evaluations, thematic evaluations, evaluations of humanitarian policies, strategies and programmes, evaluations of financial instruments and modalities
• Define relevant evaluation approaches, frameworks and specific methodologies
• Prepare the overall evaluation work plan and oversee its implementation, ensuring that all evaluation outputs are produced in a timely manner
• Conduct in-depth desk reviews and develop evaluability assessments
• Lead / participate in in-country field visits for implementing primary data collection
• Team coordination / work
• Lead / participate in meetings and workshops with the client and key stakeholders
• Prepare the evaluation deliverables, including the inception report and the final evaluation report
• Develop relevant communication and dissemination products

Opportunity

Short-term or medium-term assignments within donor-funded evaluations worldwide.

You will be required to accept and endorse Lattanzio KIBS Code of Conduct during the implementation of the assignment. 

Requirements

Education

Master’s Degree or Post-graduate degree in International relations, Evaluation, Development economics, Humanitarian studies, Social sciences, Political sciences, or a related field.

Experience

Team Leader: 

• at least 10 years of relevant experience in International Development/Humanitarian Evaluations
• extensive experience in leading complex evaluations (e.g., country strategy evaluations, multi-country evaluations, thematic worldwide/regional evaluation, humanitarian strategy evaluation)

Senior Expert: 

• at least 10 years of relevant experience in International Development/Humanitarian Evaluations
• participation in at least 2 complex evaluations (e.g. country strategy evaluations, multi-country evaluations, thematic worldwide/regional evaluation, humanitarian strategy evaluation)

Proven track record with major bilateral and/or multilateral organisations, particularly UN agencies and the European Commission.

Expertise in one or several of the following sectors: policy development, capacity building, human rights, child rights and protection, gender equality and women empowerment, Social Protection Health, Nutrition, Education, Vocational education and training (VET), Youth development, WASH, humanitarian assistance, emergency response, refugee/IDPs, migration, peacebuilding, private sector development.

Language skills

Excellent written and verbal communications skills, fluency in one or more of the following languages: English, French, Spanish, Arabic, Portuguese.

IT Skills

Ability to use specific Evaluation software, e.g., NVivo, Atlas.ti, EPPI Research.
