The Sicilian Region has entrusted Lattanzio KIBS with the provision of technical-specialist support services for the Regional Managing Authority of the National Strategic Plan for the CAP (PSP) 2023–2027
Within the framework of the National CAP Strategic Plan (PSP), the Sicilian Region, through the Regional Complement for Rural Development (CSR), aims to reinvigorate the island’s agro-rural system by focusing on four strategic priorities: competitiveness, infrastructure and innovation, environment, and cohesion of inland areas. The financial allocation for rural development 2023–2027 amounts to approximately €1.5 billion in public resources, to be disbursed within a complex regulatory and programming framework.

Lattanzio KIBS supports the Managing Authority, the Regional Department of Agriculture, by delivering structured and methodologically advanced technical-specialist assistance. The team’s objective is to ensure that public expenditure effectively reaches farmers, local authorities, and rural operators, while strengthening technical capacities, transparency, visibility, and the efficiency of every operational stage.
The service is structured into eight integrated macro-areas covering all strategic and operational aspects. These include governance support, aimed at enhancing decision-making capacity and coordination across regional agricultural supply chains, and programming support, to ensure effective planning consistent with programme objectives. Technical assistance also encompasses the selection, implementation, and control of funded operations, monitoring and supervision of interventions, as well as communication and dissemination activities. Preparatory actions for the new CAP programming period 2028–2035 are also envisaged, together with cross-cutting specialist support in key areas such as public procurement, legal aspects, digital technologies, artificial intelligence, geographic information systems, and capacity building.

The intervention by Lattanzio KIBS contributes to strengthening the Region’s ability to manage European resources in an effective and integrated manner. By facilitating the transition between the closure of the previous programming cycle (RDP 2014–2022) and the preparation of the next one (CAP 2028–2035), the project ensures continuity, efficiency, and a long-term vision, while adding value through the integration of cross-disciplinary expertise.
Technical assistance thus represents an essential component for programme management, providing the administration with tools and methodologies to modernise public management and to make the Sicilian agricultural system more resilient and future-oriented.
