Strengthening Regional Policies for the Third Sector

Within the framework of the full implementation of the Third Sector Reform, Regione Lombardia has launched a strategic technical assistance project aimed at strengthening and enhancing the role of the Regional Office of the National Single Register of the Third Sector (RUNTS). This office is responsible for the management, updating and oversight of the Register of Third Sector entities operating within the regional territory, as well as for operational coordination with the national system.

The initiative stems from the need to move beyond a purely administrative management of the Register by establishing a stable, innovative and quality-oriented service capable of ensuring operational continuity, regulatory coherence and qualified support for Third Sector entities.

Lattanzio KIBS supports the RUNTS Office through an integrated technical assistance and specialised consultancy service, addressing the operational management of the Register, activity planning and the implementation of regional measures to support Third Sector entities. The intervention includes hands-on support in case management, institutional coordination with national and local levels, the development of methodological tools, and assistance with reporting processes for funded projects.

The assignment also covers training activities, the production of informational materials, and the development of innovative digital solutions aimed at improving interaction between the regional administration and Third Sector entities.

Project Impact

Lattanzio KIBS’s intervention contributes to strengthening Regione Lombardia’s administrative capacity, enabling a more effective, transparent and quality-driven management of the RUNTS function. The adopted approach helps consolidate the Register’s role as a key governance tool for regional Third Sector policies and fosters a more structured, accessible public-private ecosystem capable of generating social value over the medium to long term.
