Lattanzio KIBS supports the Basilicata Region in the management, implementation and monitoring of the National CAP Strategic Plan

Within the framework of the new European programming period 2023-2027, the Basilicata Region has launched a comprehensive technical assistance project aimed at ensuring the effective implementation of the National CAP Strategic Plan (Italy PSP 2023-2027), while also guaranteeing the proper closure of the Basilicata Rural Development Programme (RDP) 2014-2022.

The regulatory complexity, the large number of stakeholders involved and the need to comply with stringent financial and procedural targets made a structured and highly specialised support intervention essential. With an overall value exceeding €7 million and a four-year duration, the project involves a dedicated multidisciplinary team providing continuous support to the Regional Managing Authority, intervention managers, beneficiary bodies and Local Action Groups (LAGs).

Lattanzio KIBS delivers an integrated technical assistance service structured across multiple lines of activity, supporting the Regional Managing Authority in strategic programming functions, operational coordination and institutional liaison between the European, national and regional levels.

The support covers the entire lifecycle of interventions, from the definition and revision of selection criteria to the implementation of procedures, and through to post-approval management. This includes the drafting of grant award decisions, the management of extensions and amendments, and the identification of corrective measures to accelerate expenditure.

The intervention also includes monitoring, supervision and financial, procedural and physical reporting activities, the preparation of periodic and annual reports, support to the Monitoring Committee, and the strengthening of information systems, including through data integration, data quality and data science solutions to support public decision-making.

Particular attention is devoted to supporting beneficiary bodies and Local Action Groups, also through the AKIS (Agricultural Knowledge and Innovation System), in order to facilitate the management of interventions, ensure proper access to funding and guarantee compliance with European rules.

The project makes a significant contribution to strengthening the administrative capacity of the Basilicata Region and the territorial stakeholders involved, improving the quality of programming, the efficiency of implementation processes and the transparency in the management of CAP resources.
