Strengthening Administrative Capacity to Foster Social Inclusion in the Community

As part of the Recovery and Resilience Facility, Italy adopted the PNRR to address the pandemic crisis and revitalise the socio-economic system. Mission 5, “Inclusion and Cohesion,” Component 2, “Social Infrastructure, Families, Communities and the Third Sector,” with an allocation of over €11 billion, seeks to strengthen social services and inclusion networks for the most vulnerable. Within this framework, the Territorial Area of Saronno has been awarded funding for six initiatives under Notice 1/2022 of the Ministry of Labour and Social Policies.

The work of Lattanzio KIBS is part of a broader effort to strengthen the Municipality of Saronno’s administrative capacity in managing PNRR funds. As the Implementing Body, the Municipality is supported by our team in carrying out the procedural, financial, and reporting controls required for the six initiatives, which range from parenting support to promoting the autonomy of persons with disabilities, from temporary housing to strengthening home care, and from preventing burnout among social workers to enhancing community-based welfare.

The service is structured along two main lines: on one side, the administrative and procedural verification of documentation, with certification through dedicated checklists; on the other, the review and validation of expenditure documentation, including the certification of financial statements.

Project Impact

This initiative reinforces local administrative capacity, increases transparency and traceability, accelerates the implementation of social measures, and maximises the value of investments in social and welfare services. Thanks to technical assistance, the Municipality of Saronno can advance key interventions more effectively and efficiently, strengthening the community’s social resilience while improving access to services and the quality of public responses for the most vulnerable segments of the population.
