Lattanzio KIBS supports the Emilia-Romagna Region with the independent evaluation of the ERDF Regional Programme 2021–2027, to strategically and effectively guide sustainable and employment development policies

The ERDF Regional Programme 2021–2027 is the key instrument through which the Emilia-Romagna Region aims to strengthen territorial competitiveness, promote social equity, and foster the green and digital transition. With a budget of over one billion euros, the Programme addresses crucial challenges, including revitalising the production system, supporting sustainable innovation, enhancing local areas and cities, and reducing inequalities.

The Region has entrusted Lattanzio KIBS with the independent evaluation of the Programme, with the goal of monitoring the effectiveness of the policies implemented and providing evidence to enhance the impact of interventions, also beyond the 2027 horizon.

The assignment consists of conducting a multi-layered independent evaluation. Strategically, the evaluation analyses the effects of the policies introduced, explores the causal mechanisms behind both expected and unexpected results, and supports the orientation of future programming. Operationally, it aims to identify emerging issues in the implementation of the Programme, support potential reprogramming, and strengthen the effectiveness of decision-making processes.

Three main activities are planned: ongoing thematic evaluations on specific intervention areas; cross-cutting evaluations required by the PRUVER (Regional Unified Evaluation Plan); and a final impact evaluation of each Programme priority.

Project Impact

The Emilia-Romagna Region benefits from a structured, rigorous, and utility-oriented independent evaluation system. The methodological approach adopted makes it possible not only to measure the Programme’s results in a transparent and effective way, but also to identify areas for improvement and promptly guide any reprogramming efforts.

The impact is reflected in higher-quality and timelier public decisions, more informed governance, and a more efficient use of European resources, delivering tangible benefits for businesses, territories, and citizens.
