Supporting digital hybridisation in training, guidance and employment services

The Autonomous Region of Friuli-Venezia Giulia is launching a strategic project under the FVG 2021-2027 Development and Cohesion Agreement, financed by the European Social Fund Plus, with the aim of promoting innovation in learning processes and employment services. The project stems from the need to support the transition from traditional training models to hybrid, digital approaches, capable of responding to new skills requirements and to changes in the labour market.

Launched at the end of 2025, the project focuses on developing and applying innovative tools and models for training and guidance. Lattanzio KIBS works in synergy with specialised partners to analyse the regional guidance, training and employment system, identifying skills needs and priority areas for digital innovation. This specifically includes building a digital maturity model applied to regional services, mapping public and private stakeholders, reconstructing the value chain, and identifying key technological needs. In addition, survey tools such as interviews, focus groups and questionnaires are being developed to gather data and perceptions on current practices.

The results of these activities feed into analysis reports and the definition of modernisation strategies, accompanied by feedback sessions and pilot projects that test the effectiveness of the technological solutions identified.

This initial phase of work includes a round of individual interviews with regional officials and three thematic focus groups, dedicated respectively to guidance, training and employment services, held in July 2026 and also open to other local organisations, including employment centres and training bodies. The evidence gathered will feed, together with the results of an online survey, into the definition of the regional services modernisation strategy.

The intervention helps strengthen the regional guidance, training and employment system's capacity to address the challenges of digitalisation. The approach adopted by Lattanzio KIBS promotes collaboration between institutions, training bodies and businesses, ensuring that the adoption of digital technologies is inclusive, accessible and sustainable.

The project's added value lies in spreading new digital skills and building a governance model capable of fostering continuous innovation in public services. In this way, the Friuli-Venezia Giulia Region can enhance the quality and effectiveness of its interventions, supporting a concrete evolution towards a more modern and connected training and employment system.
