Lattanzio KIBS supports ARTI in the design and pilot testing of an innovative model for planning the regional training offer
As part of the initiative “Establishment of Regional Observatories of Local Labour Markets”, under Italy’s National Recovery and Resilience Plan (NRRP) M5C1 Investment 1.1 “Strengthening Public Employment Services”, ARTI has launched a strategic project aimed at improving the planning of training provision in the Apulia Region. The initiative addresses the need to strengthen the link between training and the production system, overcoming issues related to fragmentation, slow processes, and misalignment with the real needs of the labour market.

Lattanzio KIBS’ involvement begins with a desk analysis and interviews with regional stakeholders, designed to reconstruct the Apulian context, map the actors involved, and identify critical issues and potential areas for improvement in training offer planning, with a specific focus on the regional occupational profiles register. In parallel, models adopted in other Italian regions are reviewed to identify approaches and solutions potentially adaptable to the Apulian context.
Another key step is mapping existing networks across the territory to pinpoint the most suitable areas or industrial sectors for launching the pilot phase.
Based on these analyses, the team is developing an innovative, evidence-based programming model, oriented towards continuous dialogue and designed for pilot testing in selected contexts, in synergy with the Apulia Region and ARTI. The model aims to create a permanent platform for dialogue between the regional administration and local territories, enhancing the contribution of training and labour market stakeholders.
Project Impact
Thanks to Lattanzio KIBS’ methodological and strategic support, the project enables ARTI and the Apulia Region to adopt an innovative, stable, and evidence-based model to plan training provision more effectively and responsively to labour market needs. The added value of this initiative lies in its ability to establish robust territorial governance, strengthen the coherence between training and employment, and provide operational, replicable tools for future regional planning.
