Reflecting on evaluation commissioning means questioning how public institutions shape the demand and supply of evaluation services from a democratic perspective.

This study analyzes both quantitative and qualitative data on evaluation contracts funded by EU Structural Funds in Italy, highlighting critical issues related to market concentration, service quality, and procurement dynamics. The analysis focuses on the 2007-2013 and 2014-2020 programming cycles, offering a detailed mapping of active actors, financial investments and contractual models, with specific attention to the democratic implications of commissioning choices.

Lattanzio KIBS contributed to the study by developing a proprietary database on public tenders and processing insights from interviews with professional evaluators, providing a detailed picture of the current configuration of Italy's evaluation market and its effects on institutional capacity and the quality of public policy.
