Strengthening the Competitiveness of the Agricultural Sector through the RDP Puglia 2014-2022

The Puglia Region - Department of Agriculture, Rural and Environmental Development - aims to enhance the monitoring and learning processes of rural development policies by thoroughly assessing the results achieved by the Programme and ensuring an accurate analysis for the ex post evaluation. The RDP Puglia 2014–2022 represents an extension of the service already awarded to Lattanzio KIBS in 2018, ensuring methodological and operational continuity in measuring the Programme’s results and impacts.

The RDP Puglia 2014-2022 is the regional instrument for implementing the Common Agricultural Policy, with a total budget exceeding €2 billion, of which more than €1.2 billion is financed by the European Agricultural Fund for Rural Development (EAFRD). The Programme supports the competitiveness of the agricultural sector, the enhancement of ecosystems, innovation, training, and sustainability, while also contributing to the economic and social cohesion of rural areas.

As part of the 2025 extension, Lattanzio KIBS is conducting the independent evaluation of the RDP for the 2021-2022 period, updating the Evaluation Design and preparing the annual work plans. Activities include the collection and analysis of qualitative and quantitative data, the preparation of thematic studies and impact assessments, the drafting of the 2024 and 2025 Annual Evaluation Reports, and the ex post Evaluation Report. The assignment also entails participation in Monitoring Committees and the organization of communication and dissemination initiatives to ensure transparent sharing of results with citizens and stakeholders.

Project Impact

The independent evaluation serves as a key tool for improving the quality of rural development policies. It provides the authority with precise and transparent analyses, enables more effective decision-making, and strengthens the dissemination of valuable knowledge among citizens, policymakers, and local stakeholders.

Through this assignment, the Puglia Region consolidates the path initiated with the previous evaluation, based on transparency, learning, and the continuity of evaluative evidence.
