Assessing the Effectiveness and Territorial Impact of the Sardinia ROP ESF+ 2021–2027

Through the ESF+ 2021–2027 Regional Operational Programme, the Autonomous Region of Sardinia has made a strong commitment to investing in young people and women, with the goal of promoting stable and high-quality employment and ensuring better conditions for education, training, and overall well-being. Youth employment alone accounts for 16% of the total programme resources, exceeding the minimum threshold set at the European level. With a budget of approximately €744 million, the Programme is structured around four key priorities: employment; education, training and skills; inclusion and poverty reduction; and youth employment, in addition to technical assistance. In this context, the Region has launched an independent evaluation service to better understand the results achieved, the impacts generated, and to guide any future reprogramming actions.

The independent evaluation of the ESF+ 2021-2027 ROP is based on the criteria of effectiveness, efficiency, relevance, coherence, and EU added value. The intervention includes an analysis of the Programme’s governance and management systems, as well as an assessment of the results obtained and the expected or unforeseen changes triggered by the interventions. The activities carried out by Lattanzio KIBS provide insight into “what works and how”, support evidence-based decision-making, and promote policies and programmes grounded in tangible results.

Expected outputs include, among others, the evaluation of the Programme’s impact on gender equality, the analysis of the “Open Schools, New Schools” initiative, the assessment of the effectiveness of training and employment pathways, with particular attention to income support measures and strategies to foster stable youth employment. The evaluation also covers the effectiveness of the regional vocational education and training system and, more broadly, the overall impact of the Programme in relation to its strategic priorities.

This evaluation service supports the improvement of the effectiveness and efficiency of regional policies by providing essential knowledge to better allocate resources and maximise outcomes. Thanks to this initiative, the Autonomous Region of Sardinia benefits from expert technical support to adopt targeted strategies aligned with EU objectives, fostering youth and women’s employment, promoting social inclusion, and enhancing training opportunities. In doing so, the Programme becomes a true driver of sustainable and inclusive territorial development.
